The telephone activation occurs when you install more than your license
permits within so many days otherwise online activation happens. Sometime
it can be done automatically over the telephone just by pushing buttons but
other times that also fails and you actually have to speak with a live
person, explain the situation and then they give you the activation code to
type in. When a system dies you, of course, don't have to uninstall it.
There is no "uninstall" cop at Microsoft except the activation process and
the occasional software validation when you download updates to an activated
program. When you transfer the program to another computer and activate it,
it overwrites the information in MS's database so that when the software is
updated on your computer it sends information that is compared with MS's
database to ensure that the software is installed legally.
