Once again, my only option for support of microsoft
products is user to user, since Microsoft doesn't feel
they have to answer to their customers.

If our company buys upgrade editions of Office
Professional 2003, does each copy cover 1 laptop and 1
desktop, or do we need one copy for each desktop AND one
for each laptop? This information is not available
anywhere.

Suggest you check here:

and check the various license options.

Your question indicates a miss-understanding of the multiple installation
limits for the retail Office 2003 {full or upgrade}. When the EULA {End User
License Agreement} permits a desktop and mobile installation, the
installations are for use by the same person when the use is not at the
same time. Check the EULA for your current version of Office.
