Licensing for Office 2003 Web Components

What is the license scheme for Office 2003 Web components? Is it available
for free use in View Only/ Run tiem Static mode for Project Server 2003. I
found a KB article at
http://support.microsoft.com/default.aspx?scid=kb;en-us;828950. It does not
say much about organizations that do not plan to shift to Office 2003.

My client uses Office 2000 and do not plan to start using Office 2003 in
near future. Can they use Office 2003 Web Components without paying a
licensing fee in View Only mode.

Can somebody throw light on this issue?

The runtime version of the components install automatically the first time
you hit a page on Project Server that uses them, and you don't have the
qualifying version of Office. It's that simple. You do lose a lot of
interactive functionality.

yes. they will get it in the 'non-interactive' mode. However, anyone
with an office 2003 application (including Project 2003) installed will
have the controls in the interactive mode which allows them to create
Portfolio Analyzer Views

Front Page 2003 is NOT bundled with Office any longer.

Project Pro 2003 with SP1 and that you said below is an "Office 2003
Application" and therefore the Portfolio Analyzer view will open in design
mode.

However for a computer that does not have Project pro 2003 with SP1
installed, it opens Portfolio Analyzer view in static mode.

We want to allow them to choose filters and work on the portfolios as they
wish. Therefore installing Project pro 2003 SP1 on their machines solves the
licensing problem.

Is Front Page 2003 an alternate for OWC11 licensing? Because FP 2003 costs
much less than Project pro 2003 SP1. The article at
http://office.microsoft.com/en-us/assistance/HP030853011033.aspx says that if
you have an "Office 2003 application" you are automatically licensed for
design mode of Office 2003 Web Components. FP 2003 is an Office 2003
application. Is it not?

yes this would count as an Office Family application. Word, Excel,
Outlook (I think), FrontPage, OneNote (I think) should all count for
this requirement.
