licensing problem? or how to deactivate license?

Hello,
My company I work for, has a license to use 10 copies of MS Project 2003.
Currently there are exactly 10 persons using it. But some of them are unable
to perform full
activation of their copies. So it is a matter of time when their copies will
be working in limited mode.
It happens probably because some time ago there were few people also working
for the company
and they were using MS Project 2003 also. They have activated they copies of
MS Project 2003.
Now their laptops/workstations are formatted

So far I have inactivated all people not working for company any more in
Project Server Web Access.
What can I do to activate for new people?
Am I able manually to manage licenses?
