limit on the amount of rules a user can have

Hello,
I have a user who is unable to apply more than approximatly 50 rules.
He can deactviate some rules and apply others, so it can't be the rules
them selves that are the issue. It must be the amount. Is there a
setting somewhere on the exchange server that can limit the amount of
rules? How do allow this user to be able to apply all his rules?
