I am confused about the ADDING part of your quest. Do you mean adding an
appointment or ?
If you use Exchange Server I would suggest the use
of the AutoAccept Agent. We use this with great success.

With the AutoAccept Agent I set the resource calendar object to
REVIEWER for EVERYONE
Then I limit who can book to it by using the Exchange properties and
allowing only those I wish to have the resource ACCEPT messages from.
I can also set the resource to accept from everyone, but only allow
a select few folks the honor of being "POWER EDITORS". These
folks have the right to Delete in an emergency (so they don't have to
call me). In fact they have every right (set on the calendar folder
properties) of an EDITOR, with the exception of WRITE. I force everyone
to use the MAKE A MEETING and I allow no one the ability to write
directly on the resource calendar.

How can I limit Outlook users to view (view only, but not adding/editing/deleting items) a resource calendar in Outlook but still allow them to direct booking the resource?
