line breaks and justification

Is it possible to turn off justification for a line that is terminated with
a line break? We're ending up with some short lines this way, and they're
being justified so they look very bad; but of course, for our longer lines
this is what we want.

We did see a compatability setting to control this, but we're developing a
template for use in our organization and are cautious about changing a
global setting like that just to suit our template's needs (we're not sure
what negative effects it may have, and that solution seems a little
heavy-handed).

Short of the Compatibility option, the only workaround I know of it to
insert a tab character before the line break. Weird, but it works!
