Line Count With Spaces

I need to create a document with a certain number of lines per page,
including spaces between paragraphs. How do I do this or see a line count
with the spaces? I haven't been able to manipulate the line count tool so it
includes spaces. Thanks!

You could just set your margins to hold exactly that number of lines.
