Do you mean "Line Numbering" or "Paragraph Numbering"? I think you mean
"Paragraph Numbering", and my reply is correct if you did.
If you really did mean "line numbering", that's a different subject. See

Yes.
The simplest way is to learn the difference between a paragraph and a line.
A "paragraph" will get a number. A "new line" will not.
Press Return to create a new paragraph (which will get a number) and press
Shift + Return to create a new line (which does not get a number).
If you want to do this for whole paragraphs, you need to find the old "Skip
Numbering" command and place it on your toolbar.
Use Tools>Customise>Toolbars and Keyboard>All Commands... In the list of
Commands you will find one named "Skip Numbering". Drag it to a toolbar.
