line numbers outside of text box

I was sent a sample document to use as a guide for a transcription test. I
was told to use this guide as a template. How do I turn a document with text
and line numbers on the left outside the text box into a blank template with
line numbers?

When I try to delete text, the line numbers go, too.

Perhaps they meant that the transcription test results should look like
the sample document. We have no idea what your sample document consists of.
