Line spacing after outline numbering

I regularly type reports using outline number (1, 1.1,
1.1.1, etc). After each numbered paragraph I want two
line spaces before the next paragraph. At the moment, I
get the next outline number as soon as I press return (ie
one line down, not two). So I have to do another line
return to get another number, go back up and delete the
previous number and then delete a line space (if that
makes sense). Is there a way I can get outline numbering
to automatically give me two line spaces at the end of a
paragraph? Thanks in advance for any help.

I am trying to get the same results. Not sure where you change this "add 24

Everywhere except (on the style) Modify > Paragraph <g>.
