Line Spacing - "exactly" puts space above text not below it

I'm using Word 2002. When I set the line spacing using "exactly" to
24pt (or anything for that matter), it puts the blank space above the
text instead of below it. This screws up the very beginning of a
document because the first line isn't flush against the top margin.
The "above" and "below" are both set to zero. If anyone has any
suggestions, that'd be great. Thanks in advance.
