Link Bar Empty...what can I do?

border on all my pages, in which there is a link bar. The link bar is fine
(you can see the background and words) on all the pages except the index
page. On the index page, the link bar is there, but it is empty. I can click
on it to edit it, but there is nothing showing--no background, no words.

Also, in another shared border at the bottom of my pages, the links show up
fine except for on the index page. On the index pafe, the link bar reads
"[edit the properties of this link bar to display links here]". I have
clicked it and edited it, and it still says the same thing.

What could be wrong?

there. Anyway, here is what I meant...
