Link bar fails in Step by Step and Missing Folders

I have tried to set up link bars, first in a Front Page
site and then using the CD tutorial in Microsoft FrontPage
2002, Step by Step. The same results occur in each
instance.

On adding links between web pages, on Insert menu, I click
navigation, click insert web component, choose
link bars, and bar based on navigation structure, click
next, choose bar style, "Nature," and in orientation box
choose vertical, click finish. On link bar properties,
general tab, choose child pages under home, and select
home page box, click OK.

The Home page opens up with no link bars and it still
reads on the homepage: "[Edit the properties for this link
bar to display hyperlinks here]"

The navigation and folders reflect the hierarchy correctly
as listed in the book. However, occasionally, in other
lessons, there have been some folders missing, for the
site The Garden Co. But, there are no files missing in
this particular instance.
