Link bar graphic inconsistent

I have FP2003 and Windows XP Pro with IIS 5 installed. I changed the link
bars based on navigation to the link bar based on the Wave theme--lime
green/white rectangular graphic bars. The graphics appear fine within
FP2003, however when I preview the pages in IE 6.0, the link bars change to
a vivid blue oval graphic that looks like it was ''cut out" of the "Wave"
theme and shows up with the blues.

Also could someone explain why on the link bars, there are shown four bars
in themes? You chlick a choice and the group of four is picked. I have not
figured out the significance of the four.

I have tried to redo the link bars with the Web Component, re-calulated
hyperlinks, published the website, etc.

I evidently do not understand themes and link bars. I selected the "Wave"
theme for the link bars. If I go to the _theme folder, waves-- I can see
where FP 2003 picked up the graphic navnavva.gif (lime green) and applied it
to my site within FP 2003. However if I then try to Preview the page with
IE 6, it uses the graphic wavnavnd.gif (blues and oval) for the link bar. I
have not figured out what all the gifs in the Wave theme folder are for and
when they are applied.

My problem is related to the graphics and active graphics. I have not
figured what causes the active graphics to be used in Preview in IE but not
within FP. I have played around with the checking and unchecking Active
Graphics under themes, but that does not seem to change the Active Graphics
being used in IE.

Any suggestions?

Are you selecting the theme, selecting active graphics option and then applying the theme?
What is the code line for the theme being inserted (from code view)

Yes, I did that but I cannot seem to reverse the option to just graphic--no
active graphic. IE preview just seems to have active graphic applied no
matter what!
