Link bar in shared border

Can someone help on this?
Shared border is used on top, left and bottom.
Theme is applied on all pages.
Left border contains link bar and I set the style to use theme.
Bottom border also contains link bar and I set the style to be:
[ Home] [ page1] [page 2] [page 3]
The problem is whenever I preview in browser, the bottom link bar become the
theme one.
But they look fine in design mode.
This happened on both fp 2002 and fp 2003.

Custom link bars require your host to be running the FP 2002 SE
