link bars and scrolling

I'm new to frontpage 2003. I used a template to create
my pages. On the home page, there are 5 link bars in a
vertical section of the template, on the left side. The
page is longer than a screen so when you scroll down, the
link bars are left at the top of the left section and out
of view. The only way to get back to the link bars is to
scroll up.

I would like to have the link bars move down with the
right side text or any other solution that would make it
easier for my users.

The theme is probably using shared borders, in which case you can't change it.
