A link bar can be anywhere on the page, and it can be different per page,
and a shared bored has the same thing on it on every page that has the
shared border. Although, if you have a shared border with a link bar in it,
the link bar may look like it changes, because the programming behind the
link bar in the shared border changes what appears, according to where the
page is located in the navigation of the site, but the programming does not
