Try opening your online site in FP and applying the borders there directly

| In my program, the border is set as "tlb default" which I take to be top,
| left and bottom as that's how I have the shared borders set for all the
| pages. So what do I do to get it to publish that way to the site? I have
| tried numerous times to republish and it shows up as "none".
