Link task to start with one task and end with another

Is there a way to have a task start when one task starts and finish when a second task finishes

Exampl
Task #1 Start 1/2
Task #2 End 2/2

I would like to link task #3 so that it would start when task one starts and end when task #2 ends. I am using this task to track cluster usage in a development environment. As I move though phases I use different clusters.
