Link the beginning of recurring tasks???

Can you link the group of recurring tasks to another milestone or
activity?

I have monthly milestones that start once each project starts and I
was curious if I could see the instant shift if one of the projects
within the schedule move ahead or behind schedule?

Recurring tasks may be linked just like any other task. Keep in mind that MS
Project will create a "Start No Earlier Than" constraint date on recurring
tasks. So, if you use a recurring task to kick off activity later in the
project it will work fine.

Now suppose other tasks drive the start of your recurring tasks. If your
recurring task moves to the left, you will have to change that by hand. If
they are to be driven to the right, the software should handle that with no
problem.

Linking to a summary task is rarely a good idea, so avoid that.
