Is there an easy syntax for linking to a file on my hard drive?

Sure, just prefix the full path to the file with "file://" You may need
to enclose it in quotes if there are spaces in the filename or path.

What might be a lot easier would be to use Windows Explorer and just
drag/drop the file you want into your OneNote page - which is one way to
create a link.

Small correction:
Use < and > (not quotes) to enclose a file with spaces in the path
