link to download a file from my website...

How do I create a link so that visitors to my website may download it to
their computer? How do I set up permissions on my host server for the file?
What additional steps are necessary?

You would upload the file along with your website files.

Edit your website using Publisher, and on the page where you want to tell of
the file you are offering to download, enter a word or an image. Highlite
the word or image, right click, choose hyperlink and a window opens asking
for the path to the file.

You would put in the box something like

http://mywebsite.com/file.abc

If your site is a creation of your e-mail address the statement would be
something like,

http://mywebsite.com/~logonname/file.abc
