Link to Public Contaact Floder

I am trying to link to a public contact folder on my 2003 exchange server.

I get MAPI store "PTC Contacts" is known but not available in the current
profile.

I have checked my profile and turned off the cached setting and go directly
online with exchange.

Any direction would be appreciated.
