linked cells will not update

I have an XL2003 workbook that has a sheet with links to cells on
other sheets in the same workbook. When the value changes on, say,
sheet 12, cell H49, the cell in the other sheet, with the formula
='12'!H49 does not change. It used to work, but has stopped. i
have other similar workbooks that still work ok. Calculation is set to
Automatic. What has happened?

PS - if I double click the cell, then undo the action, that link
starts working. The other links do not start working however.
