Linked Data in Project 2003?

Is it possible to link a cost field in project 2003 and
have that field map to a sql database or at the very
least a downloaded text file with the data?

You could use a hyperlink for the text file, but you can't store that in a
cost field.
You can write vba code to transfer the data from a SQL database to the cost
field if you want.
You will have to use one of the custom cost fields for this however.
Can you tell us more about what you want to do and why? It is easier to
suggest a solution if we know more about the problem.
