Linked Table Manager FIX does not work! HELP!

The Linked Tabled Manager in Access 2003 comes up empty.
In the KB, Microsoft knows about this bug and posts a
fix. I followed the instructions to register Accwiz.dll
and got a "Succeeded" message, but STILL the linked table
manager is empty? Any ideas???
