Linked Table Manager unavailable

Why is Linked Table Manager greyed out and unavailable
from Access 2002/WinXP Pro and available with same domain
login (FC) for same database (located on the network) from
Access 97/WinXP Pro (different machine). Seems to be a
permission thing, but I can't see where. If I create a
new db, Linked Table Manager is available so I know it's
installed.

Thanks for the assistance, feel like I can't see the
forest for the trees.
