Linked Table on Access 2003

I am using Access 2003 on a machine with windows XP,
Windows XP is SP1 with all MS Updates instaled.
the default unicode lunguge is hebrew.
Office 2003 was instaled in addition to Office XP into a
different directory. office xp have all patched instaled.
The hebrew support pack for Office XP is instaled tow
with all known patched.
I created links to tables on another source (mdb or SQL).
when I try to use the linked table manager I do not see
any tables. On Office XP it works fine, Please help !!!!
