linking an issue to a task

Is it possible to link an Issue in a sharepoint site (which site is NOT
created by MS Project) to a project Task?

What I want to do is have a Sharepoint site where people can enter issues.
After reviewing the entered issues I want to be able to create tasks in
different projects and link the issue in the one Sharepoint site to the
created task in one of multiple projects.
