Linking Date range to cell Formatting

I am trying to link a timeline I am creating in one sheet to date values in
another sheet. One column in the timeline represents a range of days (e.g.
Feb 1-15) and I want to insert a formula to recognize dates in corresponding
cells in the other sheet.

We need more info.

What does the data look like in both sheets? are you trying to match
multiple items, for example a Feb 1 and Feb 2 cells or can there only be one
item in the Feb1-15 period?
