Linking issue IDs with multiple projects

I'd like to link issue ID's from a 3rd party issue tracking system to tasks
within the MS Project 2003 PWA. The issue IDs will need to be visible to the
user and since they are created externally, will need to be linkable to
multiple projects/tasks. Is this possible?

Not without custom development. I would probably tackle this using a data
warehouse soltution.
