Linking Issues/Risks to tasks in more than one project

In order to logically separate phases of our 31/2 year project, I'm
developing separate project plans (or projects) in Project Server. We want
to be able to use the original project's Risks and Issues Lists so that we
can maintain only one set of issues and risks throughout the entire length of
the project. The key to making this successful is to be able to link
issues/risks to tasks in any/all of the various project plans published along
the way.

I didn't see an obvious way to do this. Does anyone have experience with
this? Any suggestions for where to look?

Michelle, Project Server 2003 does not give you this option "out of the box".
Sorry. In Project Server 2007 you have the concept of a Program ( thats what
you are more or less refering to ) and there you have the ability to
consolidate and maintain risks and issues centrally within a "Program
Workspace"

Thanks for the response. When you say Project 2003 doesn't provide this
out-of-the-box, is there a way to build this capability into it? If yes, do
you know where I can get details about how to go about it?
