Linking to a Word document that has been converted to a pdf docume

Using Word 2003 SP3. Have a 400 page Administrative Manual created in Word,
converted to pdf and out on our intranet (SharePoint). The Administrative
Manual does use styles for the name of each policy, however it is not a Word
standard style, but one I created and the style name is used to create the
Table of Contents. I can convert the document from Word to pdf using Adobe
(if that matters), although currently I’m using the BCL ALLPDF Converter.
We would like to be able to link to various policies within this document
from other sites, but so far I have been unable to figure out how. I thought
bookmarks might work, but they get lost when the document is converted to
pdf. Can someone point me in the right direction? Thank you.

I believe you need a PDF *editor* as opposed to a PDF *converter* if you want
to work with bookmarks in PDF files.

Alternatively, use a separate PDF file for each policy.

Another avenue to try. Unfortunately, using a separate PDF file for each
policy is not an option (although I would prefer it)...folks at a higher
paygrade than I made that call. Thank you for your response.
