Linking to Bookmark in same doc

With FP 2003 I created all the Bookmarks, then I created the links to them
by pressing "Place in this document" and "Select a page in this document".
It was very intuitive and easy. It worked perfectly in the Preview view.

When I copied the html and pasted it into my page on the web, it looked
perfect. The links to my bookmarks were colored appropriately. When I
clicked on the link, BAM!, I got this error.
Access forbidden!
You don't have permission to access the requested directory. There is
either no index document or the directory is read-protected.
If you think this is a server error, please contact the webmaster
Error 403
Anyone have a clue how to fix this?

After the book marks are created, then highlight the object to take you to
the bookmark. Go Insert --> Hyperlink. Click the Bookmark button on the
right. Select the bookmark desired, then click OK until back in the design
mode.
Save and Publish the htm file and it should work fine.
