Linking to bookmarks across frame boundaries

In FrontPage 2003 I am building a 3 frame site. Single pages on all frames.
When I try to link a hyperlink on one frame to a bookmark on another frame I
only see the source frame's bookmarks despite selecting the target frame in
it's dialog box.

Make sure the page with the bookmark is also open in FP when you are creating the hyperlink.
