links broken when office documents are upgraded

I have heard that when documents are converted from 2003 to 2007, any links
to the converted document are broken, because the file name changes (when the
extension gest its extra x).

This would include web links in browser pages, links from other office
files, shortcuts to those files, links from pdfs and links from applications.

Is this true?

If so, how do organisations manage their upgrades?

Generally there is no need to convert an old file to the new format, as the
file is still openable and editable in the old format within 2007
