Links in e-mail message opens 2 IE windows

Whenever I click on a link in an e-mail message, a blank
Internet Explorer window opens. Then another IE window
opens with the selected web site from the link. Why am I
getting two IE windows, and better yet, why isn't the web
browser portion of Outlook 2002 being used instead of IE
6.0?
