There are quite a few things that can cause this. Here is one
possible solution:
You Cannot Open New Internet Explorer Window or Nothing
Happens After You Click a Link:

Try checking your Options:
Open your TOOLS menu in Outlook
Select OPTIONS...
Select the SECURITY tab
Check the "Zone" text box. If it is set for
RESTRICTED SITES change it to INTERNET
