Links in mail blocked due to computer restrictions. Which one?

When I click on a link in a mail message, I receive following:

"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

I am the sys admin and I can't find where this is set. Does anyone know
where to set this is set?
