links to public folder items

Can you link to a public folder item with a "/" (%2f)
character in the subject line?

I have tried two different techniques with no luck.

Example 1:
<outlook:\\Public Folders\All Public Folders\BUSINESS
UNITS\Knowledge\~Running ACE with LEIF/web services>

Example 2:
<outlook:\\Public Folders\All Public Folders\BUSINESS
UNITS\FMRCO\FI\PROD\Knowledge\~Running ACE with LEIF%
2fweb services>
