List box selection jump

I have a list box on a form. When I click on an item in the list the item I
click on is not selected. Instead, the item that is two items below the one
I click on becomes highlighted. I can get the correct item highlighted by
first clicking on the blank portion of the list box below the last list item
and then clicking on the item I want. Any idea what is happening and what I
should do to fix it?
