List vertical spacing defaults

Is there a way to set the default vertical spacing values? For example, I'd
like to set the default value for "Between list items" to something like "5.0
pt"

Unfortunately no. Those values are hardcoded.

Remember that they are outline guidelines, and not tab stops - ON isn't a
word processor, and won't have that level of granularity.
