List's content not saving in site template

i try to customize project template and create sites for new projects using
my new template
(following these steps -

when i save site teplate, checkbox about saving a content to template is
checked.
for example, site, from which i try to save template, contain 2 documents in
doc libraries and 3 risks and 3 issues
but when new site, based on my template, is created, a can see that
documents from template are exists on new site, but issues, risks etc
contains 0 items.
how can i solve this problem ?
