Load event input parameters

I have an input parameter on the load event that I then pass as a filter to
the forms XML source. This is based on several examples in the blogshpere.

When I open the form template from the command line with the parameters it
works fine.

When I publish the form or just upload it to a library and try passing the
parameters via the URL, the form loads but the parameters seem to be ignored.

The URL method is well documented.

What could be causing the behavior to be different based on the templates
location?
