I don't want to get involved in a flame war here but I think a bit of
an explanation is in order.
The reason we try to keep 'on topic' in the newsgroups is due to the
amount of traffic a newsgroup receives. For those who try to support
the newsgroups, wading through posts unrelated to the newsgroup
subject can be time consuming. And since questions are answered
voluntarily what little newsgroup time we have is precious.
Additionally, the experts/gurus for a specific topic will hang out in
newsgroups geared to that topic and that's where the best advice will
be found.
To further clarify 'what the newsgroups are'. They are part of Usenet.
If you aren't familiar with Usenet, it is a distributed bulletin board
system. When you post to Usenet it uses Network News Transfer Protocol
(NNTP) to transfer posts between 1000s of news servers all over the
world.
The newsgroups can be accessed through a newsreader, such as Outlook
Express, and there are many web sites, such as Microsoft or Google,
that provide a web interface to the newsgroups. If you have Outlook
Express this link will start OE and add this newsgroup for you:
news://msnews.microsoft.com/microsoft.public.office.misc (You might
find you like OE *much* better than the MS web interface for the
newsgroups. btw, to subscribe to other newsgroups use
Tools/Newsgroups)
No one owns the newsgroups. These are peer-to-peer support forums and
there aren't necessarily any 'rules' but we do try to follow the
newsgroup netiquette in an attempt to maintain an environment
conducive to helping each other rather than flaming each other.
Here's a link to a page on netiquette if interested:

Also, there are a couple Money newsgroups available on the MS web
interface. They can be found under United States/Money.
