Loading Ofice 2003 under Vista

When I try to load Office 2003 (legal CD with key) on a new computer running
Vista I get the following message:
Setting File D:\files\setup\setup.ini is missing or invalid.

Any thoughts on how to get past this and load Office?

If you use Explorer to search the Office CD, is the file there? Have you tried copying the CD to the hard drive and installing from there?
