loading visio onto a new PC from an old one

Hello

I have visio 2002, i have one license for it. I loaded it
about a year ago when i bought it onto my old laptop. I
now have a new PC and so i took it off the laptop and
loaded it onto this new pC. But when i did this it asked
me to register it again. When i clicked to activate it
said that this copy had already been registered and i had
2 more uses till it went into reduce functionality mode.

Now can someone tell me what to do to continue using this
legally?

I mean didn't microsoft consider people might buy new
PC's and reload programs??

When this has happened to us, we have used the Activation By Phone method
and explained to Microsoft why we needed a new code.
