Loads ALL files on open

Whenever I open Excell 2000 it loads every file (not just
Excell files) until it runs out of files to load. This
happens whether I open it specifically or it's opened by
another program saving to Excell. It used to work ok. The
only option I can see is to set it to an empty folder so
there is nothing to load.

How do I turn this off?

Tools>Options...>General>Startup file location, should be blank
