If a local user places themselves in Adminstrator class on local machine does
that jeopardize my domain.
User has user priveleges only when logged on to my domain but Administrator
priveleges when local.

No. It does not jeopardize your domain. That user will have administrative
rights only on that local machine. That same user would not even be able to
log in to your domain if he was not defined as a domain user.
